Sanitation in Dakar: ONAS and AFD evaluate the PAAD and advocate for a reduction in household contributions

Assainissement à Dakar : L'ONAS et l'AFD evaluent le PAAD et plaident pour une baisse de la contribution des ménages

The National Sanitation Office (ONAS) welcomed a delegation from the French Development Agency (AFD) on Wednesday, November 26, 2025, as part of the evaluation of the Autonomous Sanitation Project of Dakar (PAAD).

The delegation visited several key project sites, including Camberène, Malika and Keur Massar, where work is underway to improve access to sanitation in homes and schools.

The PAAD project manager, Moussa Ndiaye, recalled that the project aims to sustainably improve the living conditions of the population and to protect the environment, while seeking to minimize the contribution of households to the costs of the works.

Drawing on their experience in previous projects, Mr. Ndiaye argued for a reduction in the financial contribution of households, currently set between 12 and 20%. "The goal is to make sanitation more accessible to the most vulnerable populations," he stated.

 

With this in mind, he expressed hope for an increase in the contribution from the AFD, the funding agency, to 90% to reduce costs for households, describing this as a "relatively significant effort." He also specified that the sanitary facilities for schools were 100% financed by the AFD.

Moussa Ndiaye indicated that companies are actively working to meet deadlines and provide the necessary infrastructure.

This innovative project is taking place in the departments of Keur Massar and Rufisque, with sludge treatment plants under construction to serve the entire Dakar region.

    Nous attirons l'attention des autorités de l'ONAS de la situation de Tivaouane Peulh ( qui abrite la cité APIX qui est assainie ) ou le risque d'inondation est décuplé ces dernières années alors que la ville abrite une station d'épuration dont elle ne bénéficie pas malgré l'explosion démographique

    Il a par ailleurs précisé que les blocs sanitaires pour les écoles ont été financés à 100 \% par l’AFD.
