Implementation of PROGEP II: ADM launches a study for a flood warning and forecasting system in the peri-urban area of Dakar

As part of the implementation of the second phase of the Rainwater Management and Climate Change Adaptation Project (PROGEP II), the Municipal Development Agency (ADM) launched the project for the design, implementation and operation assistance of the Flood Warning and Forecasting System in the peri-urban area of Dakar (SAPI/PERI-DAK). The official ceremony took place this Wednesday, October 22, 2025, in Dakar, under the chairmanship of Ms. Digou Yala Mathilde Sadio, Deputy Governor of Dakar, in charge of development; in the presence of the Director General of ADM, Dr. Mamouth Diop.

Objective: “to establish an integrated early warning system”

This is the study of a flood warning and forecasting system in the peri-urban area of Dakar (SAPI-PERI/DAK) which also includes the development of five contingency plans for the municipalities of the Mbao, Mbeubeuss and Lac Rose watersheds. It aims to establish an integrated early warning system operating 24/7; strengthen the resilience of intervention areas to flood risks; develop five contingency plans for the municipalities of Keur Massar Nord, Keur Massar Sud, Jaxaay-Parcelles, Mbao and Sangalkam; and finally, ensure the sustainable socio-economic development of the areas concerned.

Four targeted components

Phase 2 of the Stormwater Management and Climate Change Adaptation Project (PROGEP II) includes four components, namely: integrated urban planning and management taking into account climate risk and sustainability; drainage investment and management, community engagement, environmental and social management; emergency contingent response component; and project management.

Sub-component 1.1 (Integrated Urban Planning and Management) aims to improve management, planning and resilience in urban spaces. It includes investments in spatial planning tools and risk prevention tools, integrating climate change adaptation, resilience and sustainability more broadly.

Thus, the ADM, as part of the implementation of the activities of component 1 of PROGEP 2, has initiated the study of developing a Flood Warning and Forecasting System in the peri-urban area of Dakar (SAPI/PERI-DAK), in order to strengthen the resilience of the project intervention areas to flood risks and to contribute to the tireless effort of the public authorities to combat flooding.

The aim of this study, according to the Director General of the Municipal Development Agency (ADM), is to support the Government of Senegal and local authorities in implementing coordinated and joint actions to improve their Early Warning Systems (EWS) and their municipal safeguard plans at the local level.

In this context, Dr. Mamouth Diop informs that it is planned to carry out an inventory of information on vulnerabilities, capacities, exposures and flood risks in the Mbeubeuss, Mbao and Lac Rose watersheds, in collaboration with the Directorate of Civil Protection, the National Agency for Civil Aviation and Meteorology (ANACIM) and the various competent structures in this area (hydrological and meteorological services, geographical and environmental institutes, water resources, etc.). This process will lead to the establishment of an integrated early warning system (SAPI) as well as municipal safeguard plans at the level of the intervention municipalities of Keur Massar Nord, Keur Massar Sud, Jaxaay-Parcelles and Mbao.

"The warning system we plan to implement is intended to be 'integrated' in the sense that it will address the flood hazard in its multiple urban issues while offering the possibility of taking charge of other hazards in the future. This integrated nature of the system will allow for the development of synergy with other warning systems developed by other sectors such as health, agriculture, etc. In short, it is a system that will eventually take charge of several hazards," emphasized the DG of the ADM.

He added: "In recent years, torrential rains have caused serious flooding in several Senegalese localities, leading the Senegalese government to launch the National Relief Organization Plan (ORSEC) during the years 2020, 2021 and 2022. It is in this context, in view of the significant results obtained through the first phase of the Rainwater Management and Climate Change Adaptation Project (PROGEP 1), that the government requested and obtained financial support from the World Bank to implement the second phase of the said project."

Dr. Mamouth Diop also informs that this study of an early warning system (EWS) will be conducted with the group of firms BRLi/Predict/Hydroconcept, which were recruited following an international selection process. And the consultant, in his mission, will be in charge of designing a flood warning and forecasting system in the peri-urban area of Dakar (SAPI-PERI/DAK) as well as the development of municipal safeguard plans in the municipalities of Keur Massar North, Keur Massar South, Jaxaay-Parcelles, Mbao and Sangalkam. The system will consist largely of computer and meteorological equipment, a guarantee of the success of the SAPI tool.
