Système intégré de Couverture maladie : Le ministère de la Famille et ses partenaires engagent la réflexion

In Senegal, the health insurance system remains highly fragmented. To address this, the authorities and their partners have decided to examine the issue. This Wednesday, a national dialogue on identifying a system adapted to the Senegalese context was launched. The objective is to initiate discussions on establishing an integrated national health insurance system.

“Today, a large part of the world’s population, including in Senegal, does not benefit from this coverage, despite the progress being made. One of the reasons is that the existing systems remain very fragmented. And when systems are fragmented, solidarity and equity cannot be created,” explained Draman Bachabi.

The social protection specialist at the International Labour Organization (ILO) explained at Wednesday's workshop that different types of coverage are currently in place in the country. Some populations have the means to pay, others do not. "Therefore, it is necessary to create solidarity among the stakeholders," he stated.

This was precisely the purpose of the ceremony that brought together the various stakeholders on Wednesday. The Ministry of Family expects concrete proposals from the participants: "What we expect from the workshop are very concrete proposals to truly define an architecture for integrated universal health insurance systems that will oversee all the fragmented systems," stated Youssouf Djitté, Chief of Staff to the Minister of Family.

He assured that the informal sector would not be left behind. A large-scale process to register informal sector workers is currently underway, Mr. Djitté stated. "So today, no one will be left behind in Senegal," he said.

Mamadou Lamine Dianté, President of the High Council for Social Dialogue, participated in the meeting. He stated that today, despite the efforts being made, some populations are not covered or have very limited coverage.

In his opinion, "we must first ensure that health coverage is universal, then with a model that will be proposed at the end of the workshop, the government of Senegal will therefore have the possibility of ensuring social protection in health to all populations," he says.

    Tout le Monde sait que la Protection Sociale est malade y compris éclatée depuis Mathusalem mais personne ne cherche à trouver des solutions dans l'immédiat. Que des constats ! Ailleurs, y compris chez nos cousins français la sécurité sociale est un enjeu d'État et politique : ex la polémique sur les pensions de retraite.

    La SEN-CSU , constitue la solution pour une protection généralisée de risque maladie , cette réorganisation s'impose surtout avec la nouvelle vision de la CMU sur la portabilité, la digitalisation et la centralisation des données . dans ce cadre de réflexion , il faut jauger à renforcer le programme de la SEN-CSU qui est devenue assureur principal depuis et se propulse dans le monde rural et dans le secteur informel ,s'y ajoute la gestion du régime assistanciel.

    Faut d'abord auditer ! Attention aux surfacturations médicales, pharmaceutiques avec mes complicités internes. Plus prestations indues. Ailleurs, la couverture maladie est déficitaire à coups de Milliards. Dans notre Pays, surtout avec la Mal Gouvernance d'hier, il faut que l'État envoie ses corps de contrôle.
