Diomaye Plan for Casamance: 30% completed, Jean Baptiste Tine welcomes progress and calls for the return of the population

The Minister of the Interior and Public Security, Jean Baptiste Tine, visited several returnee communities in the Ziguinchor region to assess the progress of the Diomaye Plan for Casamance. Despite some delays in its implementation since its launch on October 8, 2024, the minister expressed satisfaction with the progress made. He reassured beneficiaries and stakeholders that implementation deadlines would be extended to encourage the return of populations to communities abandoned during the darkest periods of the Casamance crisis.

According to the table presented by Iba Sané, Director General of the National Agency for the Relaunch of Economic and Social Activities in Casamance (ANRAC), the overall level of execution of the plan reaches approximately 30% for the three regions concerned: 23% for Sédhiou, 32% for Kolda, and 33% for Ziguinchor. "These rates may seem low," acknowledged Iba Sané, explaining that the late launch, followed by the spending halt decreed by the Minister of the Budget on November 29, slowed implementation. However, he emphasized that the plan's activities, aimed at facilitating the return of populations, are well structured and progressing satisfactorily.

During his visit to the towns of Billas and Bissine (Niaguis district) and Mahoumouda (Niassya district), Jean Baptiste Tine welcomed the massive return of populations to their homes after three decades of exile. Following these visits, the Minister chaired a special regional committee to monitor the Diomaye Plan for Casamance, bringing together stakeholders from the three regions. He expressed his satisfaction with the progress of the plan, while encouraging a massive return of populations and reaffirming his commitment to lasting peace in this region marked by more than forty years of conflict.
