The US plan for the post-war Gaza era calls for the displacement of the entire population of the Palestinian territory, which would be placed under US administration for 10 years to transform it into a tourist and technology hub, the Washington Post reported Sunday.
The 38-page plan, seen by the US daily, envisages the "voluntary" displacement of Gaza's approximately two million inhabitants to other countries or to secure areas within the territory, devastated by nearly two years of war, while it is rebuilt.
Those who agree to leave would receive $5,000 in cash and assistance covering four years of rent and one year of food, according to the plan.
Landowners, meanwhile, would be offered "digital tokens," to be used to finance a new life elsewhere or exchanged for an apartment in one of the six to eight new "smart, AI-powered cities" to be built in Gaza.
Electric car factories, data centers and hotels would be financed by public and private investments.
The Palestinian territory would be placed under the administration of an entity called the Gaza Reconstitution, Economic Acceleration and Transformation Trust, or GREAT Trust, for the duration of reconstruction.
The plan calls for this body to govern for ten years before giving way to a "reformed and deradicalized Palestinian entity."
It was developed, according to the Washington Post, by some of the Israelis behind the Gaza Humanitarian Foundation (GHF), a private organization backed by Israel and the United States, created to distribute food aid and the center of much criticism.
Contacted by AFP, the US State Department did not immediately respond.
In February, Donald Trump floated the idea of the United States taking control of the Gaza Strip to turn it into the "Riviera of the Middle East," once it had been emptied of its inhabitants, who he said could be moved to Egypt and Jordan.
Welcomed by the Israeli far right, this plan was rejected by Arab countries and most Western countries, with the UN warning of "ethnic cleansing" in Gaza.
The Gaza war was triggered by the Hamas attack on Israel on October 7, 2023, which resulted in the deaths of 1,219 people on the Israeli side, mostly civilians, according to an AFP tally based on official data.
Israel's reprisal campaign has left at least 63,459 dead in Gaza, mostly civilians, according to Hamas's health ministry, whose figures are considered reliable by the UN.
