In response to concerns raised by MPs during the examination of Bill No. 13/2025 on the status and protection of whistleblowers, discussed in plenary session this Tuesday, August 26, 2025, Minister of Justice Ousmane Diagne provided clarifications in the committee's report. He emphasized that the text aims to strengthen transparency and the fight against corruption while incorporating safeguards to prevent abuse. "The financial reward is not automatic. It will only be granted if the report leads to convincing results, such as a conviction or effective recovery," he specified.
He added that "the anti-corruption body will have room to adjust the amount, especially if the planned percentage (10%) seems disproportionate." "It is not enough to raise an alert to claim a reward," he insisted, announcing that implementing decrees will specify the procedures to prevent any abuse.
Freedom of reporting and enhanced protection
Regarding the role of the internal referent in private companies, the minister reassured: "Referring to this channel is not mandatory. The whistleblower can contact the competent authorities directly or make the information public if they believe that internal channels are compromised." He emphasized protection against reprisals: no disciplinary sanctions may be imposed on a whistleblower or their relatives as a result of a report. Regarding the dissemination of photos or videos to support a report, the minister clarified that this is only authorized for "serious and obvious" facts, while respecting secrets protected by law.
The minister also defended the self-reporting mechanism for nominees, explaining that financial benefits or exemption from criminal liability only apply if no legal proceedings have already been initiated, in a spirit of collaboration with the justice system. Acknowledging that the concept of whistleblower is recent in Senegal, Ousmane Diagne recalled that reporting is a long-standing practice, provided for in the Code of Criminal Procedure through the action of the prosecutor. He concluded by stating that this text marks a decisive step forward, but will be refined through implementing decrees and ongoing evaluation. "This is an evolving tool that we will improve based on the results obtained," he assured.

Je me pose la même question. Comment un état sérieux peut laisser des citoyens lambda fliquer d'autres citoyens ? Bonjour le chaos, les aigris, laissez libre cours à votre haine, c'est légalisé !
Cette loi est une erreur monumental que l'administration regrettera car le PASTEF s'est fait en ayant des taupes dans des entités stratégiques de l'appareil étatique sous Macky Sall, et ils sont en train d'être récompensés par des postes ça et là, les autres ont pris note ils n'attendent que le prochain opposant solide/prometteur pour à leur tours devenir des taupes.
Et si on denonce une corruption d un policier avec une video à l appui?
