By Decree No. 2024-3534 of December 24, 2024, the State of Senegal declared the property complex of the Rebeuss Prison and Correction Center, located in Dakar-Plateau, to be of public utility and ordered the repossession of the land concerned. This decision is part of the government's desire to improve detention conditions by building a modern, suitable prison that complies with international human rights standards.
Initially, the project called for the relocation of Rebeuss prison and the transfer of its site to the Municipality of Dakar-Plateau, in accordance with the General Code of Local Authorities. This operation was approved by the State Property Operations Control Commission (CCOD), which gave the green light to the sale of the land. However, the State ultimately chose to take back these plots for reasons of public interest, a direction endorsed by the CCOD during consultations held in October and November 2024.
This decree thus formalizes the resumption of land titles no. 3419/DK and 428/DK, marking a key step in the management of public land and the modernization of prison infrastructure in Senegal.
