Modification du Code électoral : Diomaye s'indigne du court-circuit de "la majorité pastéfienne" à l'Assemblée
Tensions have risen at the highest levels of government. When questioned about the recent bill amending the Electoral Code, introduced by the parliamentary majority, President Bassirou Diomaye Faye expressed his incomprehension at an initiative he considers out of step with the current institutional dynamics. At the heart of his reaction was a clear criticism: the emergency procedure chosen by the majority PASTEF party. "I don't see the urgency," he declared, pointing to a risk of derailing a broader process already underway to reform the political and electoral system.
For the Head of State, this initiative comes at a time when in-depth work is already underway, stemming from a national dialogue and the National Justice Conference. He describes this process as inclusive, having mobilized experts, including magistrates, to produce coherent and consensual texts. "We established committees, worked, revised, and reread to ensure compliance with the conclusions of the dialogue," he noted. This underscores that electoral reform cannot be reduced to a one-off initiative, but is part of a comprehensive framework. The President also emphasizes the transparency of the process. According to him, the preliminary drafts were made public to allow for citizen engagement, a choice he presents as deliberate. "We could have chosen not to do this," he remarked, asserting a break with certain past practices.
In this context, the parliamentary initiative appears, in his view, as a dissonance. Without rejecting it outright, Bassirou Diomaye Faye maintains a distance, noting that while the National Assembly possesses its prerogatives, certain policy directions directly engage the responsibility of the President of the Republic. Beyond the procedural aspects, the Head of State calls for refocusing the debate on the substance of the reforms. He highlights major advances under discussion: a single ballot, expanded access to the electoral register, continuous revision of the lists, and the strengthening of the role of the Independent National Commission.
According to him, these measures constitute a genuine transformation of the electoral system, intended to restore confidence after episodes of marked, sometimes tragic, political tension.
