Souveraineté alimentaire : Mabouba Diagne prône une maîtrise totale de la chaîne « du sol à l’assiette »
For the Minister of Agriculture, Food Sovereignty, and Livestock, food sovereignty is not limited to increasing yields; it requires complete control of the value chain. A guest on the program "Jury du Dimanche," Mabouba Diagne advocated for an integrated strategy based on several complementary pillars. According to him, the absolute priority remains restoring soil health. To this end, organic fertilization and phosphate application programs are currently being conducted by the National Institute of Soil Science. Simultaneously, the Minister emphasized the vital importance of water management to ensure year-round production. To this end, thousands of agricultural boreholes, irrigation canals, and major dam projects are underway.
Mabouba Diagne presented the "3F" policy—Training, Formalizing, and Financing—as the true backbone of the national agricultural transformation. This strategy aims to train farmers in modern techniques to increase productivity, formalize farms through community-based agricultural cooperatives, and finance projects using viable and secure economic models. The minister called for the emergence of a profitable agriculture capable of adapting to climate change and the demands of the global market. In this context, mechanization is presented as a crucial lever to compensate for the decline in the agricultural workforce in rural areas.
Finally, to consolidate this long-term sovereignty, Mabouba Diagne advocates for a strict correlation between import authorizations and purchases of local production. Based on the principle of national preference, he encourages Senegalese consumers to favor locally produced goods. According to him, this solidarity between the market and the producer is the essential condition for strengthening domestic markets and ensuring the sustainability of the Senegalese agricultural sector.
