Budget 2026 : 28,9 milliards F CFA pour le ministère de la Culture, de l’Artisanat et du Tourisme
The National Assembly is currently examining, in plenary session this Monday, December 8, 2025, the 2026 draft budget for the Ministry of Culture, Crafts, and Tourism (MCAT), set at 28,916,457,221 CFA francs in commitment authorizations (AE) and 28,347,762,867 CFA francs in payment appropriations (CP). This increased budget is intended to strengthen cultural industries, crafts, and the competitiveness of tourism in Senegal.
Program 2063, dedicated to the promotion of cultural, creative and heritage industries, accounts for nearly half of the budget, with 13,943,099,811 CFA francs in commitment appropriations (AE) and 13,590,405,457 CFA francs in payment appropriations (CP). The breakdown of the appropriations is as follows: Personnel expenses: 1,255,498,784 CFA francs, goods and services: 1,990,619,525 CFA francs, current transfers: 7,170,037,946 CFA francs, investments executed by the State: 1,526,943,556 CFA francs (AE) / 1,374,249,202 CFA francs (CP), capital transfers: 2 billion CFA francs (AE) / 1.8 billion CFA francs (CP). This program remains strategic, particularly with the ambition to structure cultural sectors, modernize infrastructure and support national artistic creation.
Program 2121, dedicated to the development of handicrafts, has a budget of 4,463,678,326 CFA francs in commitment appropriations (AE) and 4,412,678,326 CFA francs in payment appropriations (CP). The allocation is as follows: personnel: 345,266,000 CFA francs; goods and services: 308,412,326 CFA francs; current transfers: 1.5 billion CFA francs; and investments executed by the State: 2.31 billion CFA francs (AE) / 2.259 billion CFA francs (CP). The stated objective is to strengthen the competitiveness of artisans, improve the production environment, and promote local expertise.
The 2050 program, dedicated to developing the tourism sector, has a budget of 7,602,944,062 CFA francs in commitment appropriations (CA) and 7,437,944,062 CFA francs in payment appropriations (PA). The funds are allocated as follows: personnel: 239,802,000 CFA francs; goods and services: 96,125,000 CFA francs; current transfers: 1.717 billion CFA francs; investments executed by the State: 4.649 billion CFA francs (CA) / 4.574 billion CFA francs (PA); capital transfers: 900 million CFA francs (CA) / 810 million CFA francs (PA). This funding is intended to help revive a sector that has been severely impacted in recent years and to enhance the attractiveness of Senegalese destinations.
Program 2123, dedicated to territorial marketing and the international promotion of Senegal, has a budget of 1,667,498,000 CFA francs. Specifically, this budget breaks down as follows: personnel: 43,023,000 CFA francs; goods and services: 124,475,000 CFA francs; current transfers: 1.5 billion CFA francs. Program 5, focused on the transformation and formalization of the informal economy, receives 111,723,260 CFA francs. This budget primarily covers personnel: 56,106,000 CFA francs; goods and services: 55,617,260 CFA francs; and administrative management: 1.12 billion CFA francs.
Program 6, dedicated to the steering and administrative management of the ministry, has a budget of 1,127,513,762 CFA francs, distributed as follows: personnel: 635,677,656 CFA francs, goods and services: 466,336,106 CFA francs, current transfers: 25,500,000 CFA francs.
With more than 10 billion CFA francs dedicated to cultural and tourism investments, the MCAT is showing a focus on modernization, attractiveness and enhancement of heritage.

En cas de polémique A Ba sortira pour dire qu'un tel et un tel avaient pourtant participé au vote du budget de son ministère. Mr le Ministre et cher Déthie, il faudra aller voir les routes de Ziguinchor et surtout vers le Capskring. Aujourd'hui, honteux état suite au courageux reportage de la RTS devenue très critique. Elle n'osait pas sortir ces genres d'images qu temps de César Macky et de son fidèle soldat Racine Talla. Il ya avait vraiment du léger mieux au temps de Wade. Plus actuellement.... un seul bateau en circulation se désole un habitant. Plus absence de touristes actuellement. Faut immédiatement que le Ministre Amadou ba aille voir ce qui se passe à Ziguinchor. Le tourisme c'est encore plus Vital à Ziguinchor qu'a Saly. Triste souvenir à l'époque du Quai d'Orsay français qui avait marqué sur son site " Ziguinchor zone rouge". Seuls les touristes qui aimaient bien la Casamance y allaient. Espérons que le Plan pour la Casamance va bientôt démarrer, sachant que le gouvernement actuel présentement n'est pas très concentré avec son PM qui lorgne déjà sur ...2029.
Macky Sall a construit combien de routes en Casamance ? Combien d'infrastructures ? Les routes: Senoba-Bignona, les boucles du Kalounaye et du Blouf etc...
Les ponts de Farafeni- Bayla - Diouloulou et Marsassoum. L'aéroport de Cap skiring et Ziguinchor. La route Cap skiring - Ziguinchor et Ziguinchor - Tobor étaient prévues mais à cause des troubles causées par le client d'Adji Sarr, toutes ces infrastructures ont pris du retard. 99% de programmes que Déthié Fall continue de superviser sont des programmes de Macky Sall.
Ce régime Diomaye mooy Sonko ou Pouvoir mooy Opposition n'ont rien foutu à part se quereller, se partager le gâteau et distribuer l'argent du contribuable sénegalais à leurs militants moutons et " martyrs".
