Senegal is developing an active economic diplomacy to enhance its attractiveness to international investors and stimulate sustainable growth. In 2024, inward foreign direct investment (FDI) flows reached nearly $3 billion, driven primarily by the energy and infrastructure sectors.

These investments reflect the importance of bilateral agreements, regional partnerships and integration into international organizations such as the African Union and the WAEMU.

The government is relying on a strategy combining project security, administrative facilitation and macroeconomic stability.

The reforms undertaken aim to improve transparency and reduce authorization times, in order to strengthen investor confidence and secure returns on investment, particularly for long-term projects.

International partnerships target strategic sectors capable of creating jobs and developing local value chains. Energy, particularly through the deployment of solar and gas power plants, is the main driver of new investments.

Agribusiness is also a priority sector, particularly in the processing of cashew nuts, cotton, and peanuts. Digital technology and urban infrastructure complete this portfolio, although the specific breakdowns by sector are not yet consolidated in official data.

Despite these efforts, results remain uneven across sectors and regions. Rural areas and certain industrial sectors still struggle to attract private capital due to a lack of immediate profitability and sufficient guarantees.

To optimize its economic diplomacy, Senegal is therefore seeking to combine a policy of openness, financial attractiveness and the strengthening of local capacities, in order to transform investments into sustainable levers of development.
