Arriérés de bourses en Russie : Guy Marius Sagna interpelle le ministre de l’Enseignement supérieur
MP Guy Marius Sagna has sent a written question to the Minister of Higher Education regarding the worrying situation of Senegalese students in training in the Russian Federation, who have been facing scholarship arrears for several months.
According to information reported to the parliamentarian, these students, who have been in Russia since September 2025, have not received any scholarship payments for nearly five months. Some accounts indicate that the first payment was expected on October 1st, while only 87 students have actually received their allowance, leaving the majority without financial resources.
Despite multiple appeals addressed to the Service for the Management of Senegalese Students Abroad (SGEE), the students concerned explain that they have received only vague answers, accompanied by promises of payment announced "soon", without a precise timetable.
In his written question, Guy Marius Sagna asks the minister to shed full light on the exact situation of the payment of scholarships for Senegalese students training in the Russian Federation and the reasons that explain this delay of almost a semester.
The MP is also concerned about the human and academic consequences of these prolonged delays, in a context where students have to cope with the cost of living, accommodation and university fees in a foreign country.
Finally, he questions the government on the prospects for exiting the crisis: when will the scholarship arrears be paid? What concrete measures will be taken to prevent such situations from recurring in the future?
