A new educational pact where the student takes precedence over the machine

Starting next year, the use of mobile phones will be banned in all schools in Senegal, whether public or private. This decision, unprecedented on a national scale, redefines the relationship between youth and digital technology by making technology a fully-fledged component of educational governance.

The Ministry of Education isn't just trying to eliminate a source of distraction or contain the excesses of cyberbullying. By clearly distinguishing between supervised educational tools, such as tablets, computers, and artificial intelligence applications, and uncontrolled personal use of phones, the state is drawing a clear line between structured learning and anarchic digital consumption. School is thus once again becoming a space for concentration, socialization, and transmission, where technology has its place only as an ally of knowledge.

This reform entrusts schools with the task of organizing practical arrangements, while placing them at the heart of a broader educational project. By banning cell phones, Senegal is opening a fundamental debate on how to reconcile digital sovereignty, technological inclusion, and the protection of young people. The issue goes beyond simple academic discipline to touch on the training of a generation destined to become the driving force behind Vision 2050.

By asserting that education must integrate digital technology without submitting to it, the country is outlining a model where modernity does not rhyme with dependence. This courageous choice reflects a desire to raise young people in an environment where technology is a controlled tool rather than an invisible master—an essential condition for building a freer and more sovereign society.
