Ziguinchor : Vision citoyenne, le FRAPP et l'ONA2J dénoncent des irrégularités sur les frais d'inscriptions dans les établissements publics
In a joint press release, Vision citoyenne, FRAPP and ONA2J stated that they had noted the non-compliance with the provisions of "interministerial decree No. 007430 of March 27, 2024 regulating registration and study fees in vocational and technical education and training establishments, as well as reminder circular No. 00002256 MEN/CAB of April 26, 2025 relating to compliance with the regulatory provisions concerning registration fees and the financial management of public educational establishments." These civil society organizations thus expressed their desolation at this situation and called for mobilization to demand compliance with these measures.
They point out that registration is free in preschool and primary schools. In middle and high schools, registration fees are strictly regulated, between 3,000 and 5,000 CFA francs. This is not the case in Ziguinchor, these organizations denounce. "We note with regret that these provisions are widely flouted in the majority of public institutions in the department of Ziguinchor," reads their press release, which cites the cases of the Tété Diadhiou middle school and the Malick Fall CEM where "registration fees are set at 22,000 CFA francs."
At the Boucotte Sud middle school, on the other hand, these organizations point out that "students pay 8,000 CFA francs, of which 3,000 CFA francs are allocated to the parents' association (APE)." In addition to these irregularities in registration fees, Vision citoyenne, FRAPP and ONA2J point out the required purchase of sports outfits set directly by PE teachers and not included in the 8,000 CFA francs required.
Continuing their denunciation, these organizations affirm that in certain establishments, "2,000 CFA francs are requested for computer courses which, in fact, are never given."
Citizen vision, FRAPP and ONA2J consider these practices as "a flagrant violation of official texts and a social injustice towards the parents of students already hard hit by the high cost of living".
They ask parents to refuse to pay any registration fees for preschool and primary school students; not to exceed 5,000 CFA francs for registrations in middle and high school, while demanding a receipt after any payment made in a public establishment; to demand reimbursement of any amount exceeding the legal ceilings already paid.
Citizen vision, FRAPP and ONA2J remind school heads and parents that "the State of Senegal, through the Ministry of National Education and the academy inspections, is the only legitimate holder of the power to define and implement national educational policy."
