"Everything has been reversed. We are the emerging countries": France in search of "technology transfers" from China

"Tout s'est inversé. Les pays émergents, c'est nous": la France en quête de "transferts technologiques" venus de Chine

Emmanuel Macron's visit to China, which begins on Wednesday, aims in particular to convince Beijing to invest more in France, in the hope of drawing inspiration from Chinese technologies and enabling the industry to catch up.

"After 30 years of globalization which have largely allowed China to grow and innovate (...) the Chinese now have particularly advanced technologies which can be shared with their trusted partners, especially European ones," the Elysée emphasized last week.

This perspective marks a reversal of history, as for the past forty years, technology transfers have been from Europe to China, thanks to the arrival of numerous companies from the Old Continent in various Chinese provinces from the 1980s onwards.

French investments in China (€40 billion in 2023, according to the Treasury) are still three times greater than Chinese investments in France (€13.5 billion), but Beijing stands out in areas such as batteries, photovoltaics and electric cars.

"Everything has been reversed. We are the emerging countries. They are the developed country. So everything they have done to us, we must do to them. We must impose joint ventures and technology transfer," advocates Nicolas Dufourcq, CEO of the public investment bank Bpifrance, interviewed by AFP.

The Elysée highlights the case of Orano, which partnered with the Chinese company XTC New Energy at the end of 2024 to produce critical materials in Dunkirk.

Joint ventures are "one of the possible modes of investment in France", but the Élysée does not wish to "impose rules on the matter".

"It's a good policy!" Philippe Aghion, the 2025 Nobel laureate in economics, told AFP. "We simply need to ensure that we don't get ripped off, and that there are genuine technology transfers on both sides."

European competition

The Élysée Palace also insists on "absolute respect for our sovereignty", so as not to repeat the case of Huawei, the telecoms giant, whose first factory outside of China was supposed to start producing at the end of 2025 in Alsace and remains empty.

In 2023, the European Commission called on the 27 member countries and telecom operators to exclude Huawei and its compatriot ZTE from their mobile networks.

"On matters of telecommunications and strategic communication, we believe that they fall under national sovereignty," explains the Élysée.

For its part, China has an interest in investing in Europe because this would allow it, in an international context of trade tensions, to "bypass European customs barriers", says Nicolas Dufourcq.

Europe "is a large market, and China has an interest in selling," adds Philippe Aghion.

"And then it also has an interest in science. Europe is still ahead of China in publishing research papers. We have very good researchers, but we don't always have the means to translate research into disruptive innovation. But China knows how to innovate. So the Chinese may be interested in collaborations," insists the Nobel Prize winner in economics.

But France may not be a priority in the eyes of China, warns Nicolas Dufourcq, who says he observed during a recent trip that the Chinese criticized France for "its labor costs, working hours, and (social) conflict".

Other European countries are also in the running.

According to the Treasury, more than 250 subsidiaries of Chinese companies were present in France in 2023, employing nearly 24,000 people.

But other European countries are in the running. Hungary and Spain have managed to sign several agreements with Chinese battery and electric vehicle giants, such as CATL and BYD, even if it meant making concessions in terms of reciprocity and technology transfers.

In these two countries, cars are assembled "with Chinese components and Chinese workers," lamented Stéphane Séjourné, European Commissioner for Industry, in early November.

But it pays off: according to a report by Merics and Rhodium Group published in May, Hungary captured a third of the 10 billion Chinese investments last year in Europe.

    Parce que maintenant les réseaux sociaux ont permis de tout comprendre, contrairement à leurs BFM sous contrôle, ils sont obligés de trouver des formules diplomatiques pour lâcher des aveux. En réalité, cela fait un siècle que le transfert de technologie se fait se la Chine vers l'Europe. Par exemple cela fait des décennies que des sénégalais se payent des produits "Made in France ", alors que ce sont des chinois (entreprises chinoises) qui l'ont fabriqué à Chateauroux. Le "Made in France " fait juste partie de l'accord, pour pas que les enfants comprennent.
    NB: Si la vérité continue de se révéler, bientôt des africains seront ahuris de découvrir que les occidentaux n'ont même pas construit là où ils vivent. Ils ont tout trouvé en place, venus en brigands sanguinaires et traîtres pour surprendre et tout exterminer pour s'approprier les biens des tués. L'Occident a tout intérêt à continuer de falsifier l'histoire, en utilisant surtout les médias.

    Parmi les trop gros mensonges de l'Occident, mensonges qui ont structuré la mentalité de bien des gens dit intellectuels, surtout africains, il y a le mensonge des missions Apollo des américains sur la lune. Les américains n'ont jamais mis les pieds sur la lune. C'est comme ça. C'est tout.
    NB: Je le dis comme ça, sous anonymat. Ceux qui sont intéressés peuvent pousser la recherche. Mais si je le disais dans les rues de Dakar, des fanatisés comme ceux de la secte APR peuvent me lyncher sur place. Dans les villes américaines, tu peux dire que ce sont des mensonges, que les missions Apollo ont été tournées à Hollywood, sans problème. Mais ces mensonges ont fabriqué de ces robots chez nous extrêmement fanatisés pour défendre des mensonges.
