In response to the riots following the death of a woman killed by ICE, the president is reportedly prepared to invoke a state of emergency.
Donald Trump threatened on Thursday to invoke the Insurrection Act, an exceptional law that would allow him to deploy the army to maintain order in the United States, if the authorities in Minnesota failed to stop the "attacks" against his immigration police.
"If corrupt politicians in Minnesota do not respect the law and do not work to prevent professional agitators and insurgents from attacking" Immigration and Customs Enforcement (ICE) officers, one of whom killed a woman a week ago, sparking major protests, "I will invoke the INSURRECTION ACT," the US president said on his Truth Social network.
Donald Trump has repeatedly threatened to use this tool in recent months, particularly due to unfavorable court rulings regarding his use of the National Guard, a reserve military force, in situations deemed threatening by the president. He has not yet carried it out.
The Insurrection Act, a compilation of 18th- and 19th-century laws, is a form of state of emergency that allows the federal government to use the military for law enforcement purposes within the United States. It circumvents the Posse Comitatus Act, which prohibits the use of the military against American citizens.
Last used in 1992 in California
The "Insurrection Act" was last invoked in 1992 by President George Bush Sr. at the request of the Republican governor of California, who was facing unprecedented riots in Los Angeles following the acquittal of police officers who had beaten Rodney King, a black motorist, the previous year.
On January 7, Renee Nicole Good, a 37-year-old American woman, was shot and killed in her car in Minneapolis while participating in a protest to disrupt an operation by federal immigration agents, who had been deployed in large numbers to the city to carry out a series of arrests. The incident sparked numerous demonstrations in this major northern U.S. city and heightened tensions with federal law enforcement.
Democratic local authorities have been highly critical of Donald Trump's government for the past week and are calling on it to remove these federal agents.
And, as tensions persist, an ICE agent shot a Venezuelan man in the leg Wednesday night in Minneapolis, sparking further clashes between protesters and police.
