Code électoral : La seconde lecture demandée par Bassirou Diomaye Faye validée en commission
A new step has been taken in the second reading of the bill amending the Electoral Code. The National Assembly's Law Committee adopted, by a majority vote, the text submitted for further deliberation, at the request of President Bassirou Diomaye Faye. This information was provided by Member of Parliament Ismaila Diallo.
"The law, which was subject to a second deliberation, was passed by a majority in the technical committee of the Law Commission. Tomorrow at 11 a.m., we will begin the plenary session," declared the PASTEF parliamentarian.
A procedure triggered after the controversy over the "two versions"
This second reading comes after the President of the Republic requested a new deliberation on the text, invoking Article 73 of the Constitution. President Faye explained that he had received two different versions of the law adopted on April 28, 2026, amending Articles 29 and 30 of the Electoral Code.
In order to "remove any ambiguity" and guarantee the conformity of the text to the real will of the deputies, he then sent the text back to the National Assembly.
Towards a final adoption in plenary session
Following its adoption in committee, the text will now be examined in plenary session scheduled for this Saturday at 11 a.m. The parliamentary majority is expected, barring any surprises, to validate this second reading in order to allow the promulgation procedure to continue.
This case has sparked numerous debates about the functioning of the legislative services of the National Assembly and the mechanisms for validating texts before their transmission to the Presidency of the Republic.
