The Council of Ministers was held on Wednesday, October 22, 2025, under the chairmanship of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.

UNDER THE COMMUNICATION OF THE PRESIDENT OF THE REPUBLIC

The Head of State made a statement covering the following points:

Commemoration of the 81st anniversary of the Thiaroye Massacre and celebration of Senegalese Riflemen's Day

The President of the Republic informed the Council that he had received, on Thursday, October 16, 2025, the white paper on the Massacre of Senegalese Riflemen in Thiaroye, on December 1, 1944. He congratulated the Prime Minister who oversaw this work of remembrance and truth, of exceptional symbolic and historical significance. He also paid a vibrant tribute to Professor Mamadou DIOUF, who coordinated the work of the Commemoration Committee, which included the contribution of eminent historians, as well as to his team.

Recalling that the restoration of the memory of African resistance fighters and heroes remains a major axis of Senegal's Pan-African Project, the Head of State expressed his gratitude to his Kenyan counterpart, His Excellency Mr. William RUTO, following his participation, as guest of honor, in the official celebrations of his country's Heroes' Day, on October 20, 2025.

Continuing his communication, the President of the Republic asks the Government to exploit the findings, lessons, conclusions and recommendations of the white paper on the Thiaroye Massacre and to take all measures for the establishment, as soon as possible, of the Special Documentation Centre within the Thiaroye Cemetery. Finally, he invites the Prime Minister to coordinate the organisation and conduct of the activities indicated within the framework of the commemoration of the 81st anniversary of the Thiaroye Massacre, scheduled for 1 December 2025.

Conduct of the budget session and preventive management of economic and social emergencies

Recalling the submission of the draft Finance Law for the year 2026 to the National Assembly on October 15, 2025, the day of the opening of the single ordinary session of Parliament, the President of the Republic congratulates the Prime Minister, the Minister of Economy, Planning and Cooperation, the Minister of Finance and Budget and all members of the Government for the work carried out, with a view to building a budget for the Nation in line with the guidelines of the Recovery Plan currently being implemented and the National Transformation Agenda carried out by Vision Senegal 2050.

In this context, the President of the Republic, after noting that the budget session is a key moment for democratic dialogue, truth and transparency, asks the members of the Government to take all necessary measures to present to the National Representation, as best as possible and with a view to establishing the performance of sectoral management, the policies, programs, projects and actions to accelerate: (i) the revival of productive investment and employment; (ii) the development of the private sector; (iii) the improvement of the well-being of populations throughout the national territory.

Furthermore, the President of the Republic indicates to the Prime Minister, the Minister of Economy, Planning and Cooperation and the Minister of Finance and Budget the urgency of carrying out an evaluation of the measures and impacts of the Economic and Social Recovery Plan (PRES) and the implementation of the National Development Strategy (SND).

In implementing the PRES, it calls on the Prime Minister to ensure: (i) control of the prices of food and everyday consumer services and the preservation of household purchasing power; (ii) social justice and the protection of vulnerable groups.

Concerted improvement of urban planning and the living environment of populations

The President of the Republic emphasizes that the inclusive and responsible management of the living environment of populations remains a fundamental element in the modernization of cities and municipalities. He instructs the Government, in this regard, to take all necessary measures to promote the development of controlled commercial urban planning, which preserves developed spaces, public safety and health, as well as the living environment of populations. In addition, the President of the Republic reiterates his commitment to accelerating the implementation of the program to modernize markets and commercial spaces.

The Head of State also requests the Minister responsible for the Environment and Ecological Transition, the Minister of Urban Planning and Local Authorities, and the Minister of Sanitation to work towards the continuous and sustainable improvement of the solid and liquid waste management system, through sustained consultations and operational frameworks for intervention between companies, services, projects and stakeholders.

Finally, the Head of State underlines the importance of adequate landscaping in cities and towns, which must make cleanliness, the modernization of public spaces and the quality of life more of a priority in their urban transformation programs.

Agenda of the President of the Republic, monitoring of integration, cooperation and partnerships

The Head of State expressed his gratitude and congratulations to his Rwandan counterpart, His Excellency Mr. Paul KAGAME, for the exceptional welcome and notable success of his state and working visit from October 17 to 19, 2025, a major turning point in the relations of friendship and cooperation between Senegal and Rwanda. He also expressed his gratitude to his counterpart, His Excellency Mr. William RUTO, for the perfect success of his official visit to Kenya from October 19 to 21, 2025.

To conclude his communication, the President of the Republic announced that he will chair, on Thursday, October 23, 2025, the first meeting of the Higher Council for Agrosylvopastoral Orientation.

UNDER THE HEADING OF COMMUNICATIONS FROM MINISTERS

The Minister of Communication, Telecommunications and Digital Affairs presented a communication on the acceleration of digital inclusion in Senegal.

The Minister of Hydraulics and Sanitation provided an update on the weekly flood management situation.

The Minister of Urban Planning, Local Authorities and Regional Development made a statement on the administrative and financial audits of local authorities.

UNDER LEGISLATIVE AND REGULATORY TEXTS

The Council examined and adopted:

the draft decree establishing and setting out the rules for the organization and operation of the National Coordination Committee for the Fight against Money Laundering, the Financing of Terrorism and the Proliferation of Weapons of Mass Destruction;

the draft decree relating to the control and supervision of persons subject to the non-financial sector in matters of the fight against money laundering, the financing of terrorism and the proliferation of weapons of mass destruction (AML/CFT/FP);

the draft decree setting the fees resulting from the regulation of the pharmaceutical sector and their collection methods.

    Pourquoi monsieur Ibrahima Fall, Directeur Général de l'observatoire national des Investissements (ONI) n'a toujours pas changé Gnilane Ndiaye au poste de secrétaire permanent ? Cette femme, cousine de Macky Sall est d'une incompétence indescriptible qu'elle dissimule derrière des pratiques suspectes. Elle a été chassée par Moussa Sow au poste de secrétaire permanent du PUMA pour incompétence et insubordination (Macky est mon cousin, je fais ce que je veux). Pour lui permettre de continuer à avoir un salaire, Macky la nomme à l'ONI. Depuis 8 ans, cette dame perçoit 2.500.000 F net à ne rien faire. Elle s'absente comme elle veut et sa contribution à la marche de l'ONI est nulle. Nous pensions que monsieur Ibrahima Fall se serait vite débarrassé de Gnilane Ndiaye dès son arrivée mais on se rend compte que la dame a réussi à l'avoir dans son sac à main. Nous interpellons le PR et le PM pour rappeler Ibrahima Fall à la raison.     Vivement le désenclavement de Kounoune
    Transformer la marine française de kounoune en ville du quart d heure avec toutes les infrastructures : groupe scolaire, police, gendarmerie, sapeurs pompiers, stades, marchés, stades, mairie,s hopital
    Kounoune enclavé, isolé, sans routes ni assainissement, souffre le martyr
    Pas de marché, pas d hôpital
    Routes ! routes ! routes !
    Pourtant une bretelle reliant de 1, 5 km SEDIMA à la marine française et un périmètre de 4 km ceinturant la marine française atténuerait nos difficultés
    Kounoune s’organise et sera debout pour faire face

    BAMBOULA A L’AGENCE NATIONALE DE SECURITE ROUTIERE (ANASER)
    Mansour Elimane KANE, Mansour FAYE, Omar YOUM, Abdoulaye Daouda DIALLO, Omar YOUM ont envahi ANASER par leurs parents sans aucune compétence avec des agents qui n ont pas le profil
    Monsieur le Ministre,
    Je fais suite à la lettre que je vous ai envoyée cette semaine pour vous faire part de la
    situation catastrophique qui prévaut à l’Anaser et dont le principal responsable est Mansour Faye.
    L actuel DG ATOUMANE SY n a aucune compétence en sécurité routière , un CV falsifié, douteux
    Détournement des deniers publics avec l’aide de son DAF, Aly Mbaye Thiam.
    Des marchés fictifs et de la surfacturation à outrance.
    Des faits présumés de vente de permis de conduire.
    Des faits présumés de corruptions sur le projet de numérisation et de sécurisation des titres de transport avec Gemalto (permis, cartes grise, licences, agréments et plaques d’immatriculation sécurisés) où Gaye a perçu des pots-de-
    vin, faits relayés par la presse internationale notamment française.
    Des faits présumés de corruption, de détournement d’objectif et de détournement de deniers publics sur le projet de renouvellement du parc interurbain sur financement de Exim Bank Inde. Les 542 bus indiens acquis dans ce projet, sont rejetés par les transporteurs sénégalais pour leur non-implication dans le choix des spécifications techniques des véhicules. D’ailleurs, ces bus ont été utilisés en 2019 pour convoyer, sous la coordination de Gaye, des électeurs
    dans les 4 coins du pays lors de la vaste opération de fraude perpétrée à l'élection présidentielle, assurant ainsi la victoire au premier tour du candidat- président Macky Sall. Par la suite, les bus ont été distribués gracieusement aux différentes administrations et à Dakar Dem Dikk. Cinq (5) ans à peine après la mise en circulation desdits véhicules, la majorité est bonne pour la casse (pannes
    moteur, châssis déformés, vibrations, insécurité…) ;
    Le recrutement de personnes proches de son parti (APR) et de son cercle familial (Saint-Louis, Dagana, Matam).
    Le racket des chefs de services régionaux des transports sous son autorité à qui il demandait mensuellement de fortes sommes d’argent pour les maintenir dans leurs postes.
    Des soupçons de corruption dans le déploiement des centres de contrôle techniques ….
    En 2021, malgré ses fautes de gestion à la tête de la Direction des transports terrestres (incompétence, détournements de deniers publics, marchés fictifs, actes et soupçons de corruption entre autres), l’ancien Directeur des Opérations du CETUD a été promu DG de l'ANASER par Mansour Faye, choix sans doute guidé d’une part, par les talents de bandit financier de l’homme et d’autre part, par la faiblesse de sa personnalité d’homme soif de pouvoir et prêt à faire tout ce qu’il lui demande.
    D’ailleurs en 2022, l'OFNAC et la Cour des Comptes ont mené une enquête sur Monsieur Gaye portant sur son patrimoine foncier et bâti (construction d’une maison gigantesque aux Almadies d’une valeur de de 500 millions de FCFA, des maisons de haut standing à Zac Mbao, à Dagana, des vergers dans le Walo …) et sur des faits de corruptions sur les projets Gemalto pour la numérisation des titres de transports et d’acquisition de 542 bus indiens.
    En contrepartie de sa nomination, Gaye a été l’homme de main et le bailleur de fonds publics détournés de Mansour Faye pour qui il recrute tout son personnel politique saint-louisien de l’APR composé de jeunes sans aucunes compétences professionnelles en matière de transport ou de sécurité routière.
    Cheikh Oumar Gaye a une prête-nom en la personne de Madame Aminta Yam âgée de 29 ans, son ancienne secrétaire à la Direction des transports terrestres qu’il a épousé discrètement en 2022 comme deuxième femme. La jeune femme est actuellement Assistante de son collègue DG du FERA Pape Ibrahima Faye.
    Le DG de l'ANASER loge la jeune femme dans un somptueux appartement grand standing situé à Fann Résidences, non loin de la Direction générale du FERA et de l’Ageroute.
    Le personnel de l'ANASER, recruté à la carte (politique) et sans appel à candidature, est composé essentiellement de militants de l’APR, de proches de Mansour Faye, de filles et de fils de pontes du pouvoir ou de l’administration.
    Mansour Faye a préféré renoncer au financement de plusieurs milliards de la banque mondiale (conditionné par le recrutements de tous les postes par appel à candidature) pour recruter la clientèle politique de l'APR et du système.
    Situation des recrutements à l’Anser :
    Un fils du général Moussa Fall nommé pour son premier emploi chef de Division.
    La sœur ou le frère de l'ex Ministre Abdou Karim Fofana est recruté sans aucune compétence.
    La fille d’un ex Directeur des Transports routiers (M. Ndiaye) a été recruté par le DG.
    Le fils d’un ancien Directeur des Transports (D. Seck) a été aussi recruté à la Direction de l’Audit.
    La femme du Dage SARR du MFB recrutéé
    Le fils de l’ancien Directeur adjoint des Transports terrestres et ancien secrétaire général du FDTT (M. Kane Diaw) est recruté à l’Anaser.
    Un militant de l’APR, protégé du Ministre Abdou Latif Coulibaly, nommé Directeur de la Planification en remplacement d’un proche de Mansour Faye (O. Tall) rentré au Canada après une aventure à l’Anaser.
    L’agent comptable de l’agence est un militant engagé de l’APR (Conflit d’intérêt).
    L épouse du gendarme FAYE assistant du ministre Mansour Faye recrutée sans cométence
    Le secrétaire général de l’Agence, homme de main de Mansour nommé pour avoir une emprise sur le DG Gaye en remplacement de Sophie Diallo (élément de Mansour Faye) actuellement Directrice de 3FPT.
    Des conseillères et conseillers techniques payés à ne rien faire à coup de millions dont la journaliste Houreye Thiam Preira (RTS), une dentiste du Ministère de la Santé (B. Sène), ...
    Yaye HANNE niéce du ministre Mansour Elimane kane recrutée sans compétence
    Le chargé du suivi-évaluation (I. Ndao) est un militant engagé de l’APR.
    Des membres de l’ONG Laser international dont la présidente a été ex-Directrice de la Communication de l’ Agence ( A. Sarr) ont obtenu un CDI à l’Anaser.
    Le frere du ministre omar youm, mame yaté youm recruté
    L’actuel Directeur de la communication de l'ANASER (L. Mané), est un ancien journaliste de walf, ex CT en com et griot de Mansour Faye.
    Le Directeur de la Coopération habitant de Saint-Louis est un proche collaborateur de Mansour Faye (M. Ba).
    Le chef de la cellule de passation des marchés (M. Diatta) en détachement de l'ANASER, est l’ancien CPM de Mansour Faye.
    Des hommes et femmes sans qualifications habitant à Saint-Louis et proches de Mansour Faye (Oul. Diouf, Ndio. Fall, Ib. Senghor, Moh. Tall et d’autres) payées à ne rien faire.
    Le conseiller juridique du DG (P. A. Sow) habite à Saint-Louis et est un proche collaborateur de Mansour Faye.
    Le DAF de l’ANASER, Aly Mbaye Thiam (retraité et maintenu à son poste), qui était le DAF et bras financier de Cheikh Omar GAYE à la Direction des Transports Terrestres. Sur la tête de Thiam, plane plusieurs plaintes de fournisseurs mais il est protégé par Mansour Faye.
    L’informaticienne de l’Anaser (Y. H. Gueye) habite à Saint-Louis et est un proche de Mansour Faye.
    Le président du Conseil de surveillance (C. Nd. Fall), ponte de l’APR, a fait enter plusieurs de ses lieutenants (dont C. D. Ndiaye et M. sow) a l'ANASER (Conflit d’intérêt).
    L'ami et griot du Directeur Gaye est chargé de mission à l'ANASER ( P. C. Ndiaye).
    Le Directeur de l’Audit (O. Ly), un proche du Ministre Mansour Elimane Kane de l’APR.
    L’adjoint du Directeur de l’Audit (Y. S. Niang), est aussi un proche du Ministre Mansour Elimane Kane.
    un policier de l'APR du nom de Mansour Faye est détaché à l'ANASER de même qu'un gendarme proche du général Moussa Fall.
    Le DRH de l’Anaser, inspecteur du travail et homme de confiance de Mansour Faye, habite à Saint-Louis.
    Le bureau du courrier est géré par ancien démarcheur véreux du service des mines et ami du DG Gaye.
    L’actuel DG du FERA a des proches recrutés à l’Anaser avec des salaires mirobolants.
    Des chauffeurs de l’Agence sont des proches du Ministre Abdoulaye Daouda Diallo.
    Un autre proche de Mansour Faye et habitant de Saint-louis (A. Wane) est dans l’équipe com de l’Agence.
    Le nervis de Mansour Faye (M. Niang) est aussi recruté par le DG.
    La plupart des membres du conseil de surveillance sont des proches de Mansour Faye ;
    Le chef du bureau QSHE (A. Diallo) est un ami intime de Mansour Faye et un ancien de l’ONAS ;
    Beaucoup de militants de l’APR ont été recruté juste avant la présidentielle de 2024 ;
    80 % du budget de l’Agence c’est pour les salaires/fonctionnement.
    Le Bâtiment qui abrite l’Anaser à la cité keur gorgui derrière l’OFNAC a été loué à coup de millions et appartiendrait à un proche Mansour Faye.
    les sociétés chargées du nettoyage et du gardiennage des locaux de l’Anaser appartiennent à des proches de Mansour Faye
    Globalement, l’Anaser compte plus de 100 agents tous filles et fils et des pontes du pouvoir, des militants de l'APR et majoritairement saint-louisiens des protégés de Mansour Faye .
    Depuis quelques mois le FERA peine à honorer les salaires du personnel politique qui
    ont largement dépassés la ligne budgétaire prévue à cet effet.
    Concernant les procédures de passation des marchés, le BAAC (plus de 100 millions de
    F CFA) a été attribué pratiquement gré à gré à un courtier de Gemalto Sénégal (B Seck) proche du premier ministre feu Boune A. Dione.
    S’agisant des missions à l'étranger, ce sont généralement des proches de Mansour Faye
    qui partent en Europe, aux USA, en Afrique du Nord aux frais du contribuable Sénégalais.
    Dans les procédure d’acquisition de fournitures de bureau, des support de com, d’ordinateur, de matériels et consommables informatiques, de logiciels, la surfacturation est flagrante.
    La gestion du carburant est gabegique, une bonne partie revenant d’office à Mansour Faye et à ses lieutenants.
    Un projet de vidéo-verbalisation de l'ANASER pour l’installation de radars de vitesse a été confié à un ami de Mansour Faye (Bamba BA) sans appel d’offres pour racketter les sénégalais.
    Malgré ces moyens exorbitants mis par l’Etat à la disposition de l’Anaser, les accidents
    ne cessent d'augmenter car le personnel politique de l’Agence n’a aucune compétence en matière de sécurité routière.
    D’ailleurs, les accidents les plus sanglants du Sénégal (Sikilo et Sakal avec plus de 100
    morts) ont eu lieu après la création l’ Anaser.
    Les opérations de sensibilisation pour lutter contre les accidents sont juste un moyen de s’enrichir et de consommer des crédits.
    Le Directeur général de l'Anaser a des comptes bancaires dans presque toutes les banques du Sénégal. Pour un simple fonctionnaire, ses patrimoines fonciers et bâtis dépassent l’entendement.
    ANASER, un gouffre à milliard où les agents payés à ne rien faire se remplissent les poches
