Communiqué du Conseil des Ministres du Mercredi 5 Novembre 2025
The Council of Ministers was held on Wednesday, November 5, 2025, under the chairmanship of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.
The Head of State made a statement covering the following points:
Preparation for the Dakar 2026 Youth Olympic Games
The President of the Republic began his address with preparations for the Youth Olympic Games (YOG), Dakar 2026, which will be held in Senegal from October 31 to November 13, 2026. He announced that he presided over the unveiling ceremony of the official mascot, "AYO," on October 31, 2026, and conducted an inspection on November 2, 2025, to assess the progress of construction on the accommodation sites and sports facilities intended to house the athletes and other participants. In this context, he instructed the Government, the YOG Organizing Committee, and all relevant public and private entities to take the necessary preventative measures to ensure that all infrastructure is completed on time and under the best possible conditions in terms of quality, safety, and sustainability.
Informing the Government that the Dakar 2026 Youth Olympic Games represent a unique showcase for Senegal, the President of the Republic requests that the systematic implementation of security measures for the events and the improvement of access systems to accommodation and competition venues be intensified. He further emphasizes the importance of further promoting the country's cultural and artisanal heritage, as well as its tourism potential, and of mobilizing all the nation's vital forces around the success of this sporting event, which will place Senegal at the forefront of international sporting, cultural, and tourism news.
Strengthening and developing the social and solidarity economy
Recalling that the fight against poverty, vulnerability, inequality, and social exclusion, as well as voluntary community engagement, remain priorities for the Government, the Head of State calls for strengthening the social and solidarity economy and community development, with a view to further mobilizing the know-how, technical, organizational, and financial capacities of local actors and their associations. To this end, he instructs members of the Government to accelerate the implementation of sectoral programs and projects to promote the cooperative approach throughout the national territory, to assess the implementation status of the incentive mechanisms of the framework law relating to the social and solidarity economy, and to develop and then implement the National Strategy for Encouraging Corporate Social Responsibility (CSR), in order to improve its impact on social progress and the well-being of the population. With this in mind, the President of the Republic urges the Government to make 2026 a year of promoting employment and the social and solidarity economy.
The Head of State reminds the Government of the urgent need to strengthen the significant financial efforts already undertaken to expand irrigation infrastructure, improve agricultural yields, and support rice farmers through the effective provision of inputs and agricultural equipment, and by controlling energy costs. He instructs the Ministers of Industry and Trade, and of Agriculture, Food Sovereignty, and Livestock to initiate urgent consultations with industry professionals to identify ways to ensure the proper processing and rapid marketing of locally produced rice through controlled distribution channels.
Emphasizing the need for optimal regulation of local rice prices, supported by enhanced labeling of the sector and the sustainable strengthening of the national rice self-sufficiency program, in the dynamic of accelerating our food sovereignty, the President of the Republic is urging the Government, on the basis of economic patriotism, to develop a strategy for enhancing and promoting the consumption of local rice.
The Head of State informed the Council that he presided over the opening ceremony of the nineteenth (19th) General Assembly of the Agence universitaire de la Francophonie (AUF) and the fifth (5th) edition of the Francophonie scientifique on Monday, November 3, 2025. He also presided over the opening ceremony of the eighth (8th) edition of the International Mining Exhibition of Senegal, "SIM SENEGAL 2025," on Tuesday, November 4, 2025. Furthermore, he announced that he will preside over Armed Forces Day on Monday, November 10, 2025, under the theme "The Armed Forces, Partners of the Dakar 2026 Youth Olympic Games."
UNDER THE HEADING OF THE PRIME MINISTER'S COMMUNICATION
The Prime Minister began by outlining the radical approach undertaken by the Government in implementing major public policies to better meet the needs of the population in crucial areas of their daily lives. He highlighted the progress made in providing drinking water, particularly the completion of studies for water pipelines and the launch of works planned for 2026 to supply water to the urban centers of the Dakar-Mbour-Thiès triangle, Touba, and twenty-eight (28) localities along the route, notably benefiting the populations living near Lake Guiers.
In the field of education, he focused on several key areas, including the management of examinations and competitive entrance exams, teacher career paths, addressing the teacher shortage, capacity building for staff, and sector governance with innovations aligned with the Senegal 2050 National Transformation Agenda. He highlighted the digitalization of the CFEE and BFEM examination processes, the promotion of literacy and national languages, and the strengthening of social dialogue, which he noted would improve the administrative and financial situation of teachers and foster a more peaceful social climate. He also mentioned the approval of the five-year recruitment plan to address the teacher shortage and the special recruitment plan.
The Prime Minister also revisited some innovations in the sector such as the introduction of English in preschool and primary school, the opening of the Nation-Army High Schools for Quality and Equity (Lynaqe) in Sédhiou and Kaffrine, the New Initiative for the Humanistic Transformation of Education (NITHÉ), the Emergency Program for the Elimination of Persistent Temporary Shelters (PURAPp) and the National Strategy for School Infrastructure and Equipment (SNIES 2030).
In the security field, he noted that the territorial administration and the Defense and Security Forces have, under their respective powers, carried out beneficial actions and obtained conclusive results, particularly during the large-scale operations carried out from July to October 2025, in the field of public security, civil security, cross-border security, the fight against drugs, cattle rustling, illegal gold mining, the exploitation, storage and fraudulent transport of timber, congestion, anarchic occupations, begging, floating neighborhoods and illegal emigration.
The figures recorded relate in particular to the number of people checked, the procedures initiated, the arrests made, the departures of canoes prevented, the networks dismantled, the irregular stays of foreigners, begging, the operations to obstruct traffic and road safety.
The Prime Minister concluded his communication by congratulating the Ministers of Water and Sanitation, National Education, and the Interior and Public Security for the work done and the results obtained, before announcing that he will take a few days off starting this Thursday, November 6, 2025.
The Minister of Agriculture, Food Sovereignty and Livestock made a presentation on the 2025-2026 agricultural campaign.
The Minister of Water Resources and Sanitation gave a presentation on the interim assessment of flood management during the 2025 rainy season.
The Secretary of State to the Prime Minister, in charge of Relations with Institutions, Government Spokesperson, made a statement on the opening of the single ordinary session 2025-2026 and the examination by the National Assembly of the draft initial Finance Law (LFI) for the year 2026.

il n’a jamais réussi à gagner son propre bureau de vote et Sonko a fait de lui le président .Le premier acte de lâcheté de Diomaye est qu’il aurait dû depuis longtemps faire un projet de loi pour modifier le code électoral que Mavky avait taillé sur mesure contre Sonko.Le second acte de lâcheté c’est le de battre campagne et avoir confiance des patriote sur le thème de la reddition des compte et il veut gouverner par la réconciliation.Si c’est parce que sa femme Absa Faye est trop proche dès kulunas et il veut la faire plaisir il n’a qu’à démissionner et se présenter face à Sonko avec comme programme le réconciliation.Le magistère de Diomaye est frappé par le sceau de Sonko,sans ce dernier Diomaye ne serait qu’un simple usurpateur.Nb Allah n’aime pas les traitre disait Idrissa Sack le père spirituel de la grande gueule coquille vide Abdourrahmane Diouf,.Sonko a lui seul il peut battre tout l’opposition réunie autour de Diomaye
Ce que Diomaye ne veut pas. Le Président espère voir sur sa table une de démission signée par le Pm. On est dans un jeu très serré.
Bref tous les gouvernements précédents n'ont pas réussi à atteindre l'autosuffisance en riz. Il ne faut pas tomber dans ce cercle vicieux pour prétendre à l'autosuffisance sans jamais pouvoir y arriver à un cout raisonnable et à la portée des bourses des ménages.
Que faire il faut plutôt travailler pour assurer la sécurité alimentaire avec comme base un panier de produits comme le mil, le niébé, le manioc, la patate douce, le fonio etc. Pourquoi ne pas mieux organiser le marché régional pour profiter des produits des pays limitrophes: Atiéké Aloco Gari Igname qui sont déjà appréciés par les sénégalais.
Sur la banane, l'arrêt des importations doit être limité compte tenu de la disponibilité de la production locale qui couvre à peine 4 à 5 mois des besoins du pays. Il serait utile d'auditer pour l'avenir de la filière, ou sont allés les milliards investis dans la production de la banane dans la région de Tamba. Feu les bananes de l'Emergence ont surtout profité de ces ressources au détriment des milliers de producteurs organisés en GIE. Curieusement les bananes de l'émergence ont disparu avec le changement de régime, ont retourné la veste pour s'adapter. Le chef de file des bananes de l'émergence qu'on disait conseiller de l'ex président se fait discret pour muter et s'engouffrer dans la direction du vent. Il semble être bien accueillit pour celui qui dirige notre agriculture qui malgré sa bonne volonté et son engagement cherche à garnir son portefeuille de réalisations.
