President Bassirou Diomaye Faye received the 2025 report from the High Council for Social Dialogue (HCDS) on Monday, April 27, 2026. Presented by Mamadou Lamine Dianté, president of the HCDS, the report reviews a year marked by significant reforms and a more peaceful social climate.

 

But beyond the protocol, this ceremony mainly served as a platform to reaffirm the "Diomaye method": governing by consensus.

 

The report presented to the Head of State demonstrates intense activity. The year 2025 will be remembered as the year of the National Social Stability Pact, signed on May 1st. This agreement, which commits the government, unions, and employers for a period of three years, provides Senegal with the necessary breathing room to implement fundamental reforms.

 

"The new National Employment Policy has been technically validated. The State-private employers agreement, the result of a long inclusive process, has just been signed. National consultations on pension management have taken place and their conclusions will inform decisions that meet the expectations of workers," the services of the Presidency of the Republic indicated in a press release.

 

While the head of state warmly congratulated the tripartite mandates, and particularly the action of Prime Minister Ousmane Sonko and Minister of Labour Olivier Boucal, he mainly set the course for the months to come.

 

Bassirou Diomaye Faye thus unveiled the theme of the next social conference: "Productivity at work." By focusing on this challenge, the Executive branch intends to link social progress to economic efficiency.

For the President of the Republic, it is a matter of conducting a "lucid reflection" on the competitiveness of a Senegalese economy in search of sovereignty.

    Ce haut conseil du dialogue social doit etre dissout. Ça ne represekte rien du tout. La dissolution de 19 agences promise au conseil des ministres du 04 mars n'est toujours pas actée. Pire sur le dernier rapport trimestriel d'execution budgetaire on a constaté une augmentation des organismes publics qui passent de 168 a 182.
