DR SOULEYMANE MBENGUE : "Le Sénégal doit rompre avec l'impunité financière par rapport à la surfacturation des chantiers publics"
The leader of the Union for a Virtuous Republic (URV-Liggey Senegal) denounces the overbilling of public works projects in Senegal. He believes the country must break with financial impunity.
"Overbilling in public works projects in Senegal is neither an accident nor inevitable. It is the result of practices established for years, tolerated by successive governments and which cost the Senegalese people tens of billions every year," said Dr. Souleymane Mbengue.
He believes that corruption in infrastructure is hindering the country's development. In his view, a country that wants to develop must stop paying three times the actual cost of its projects (roads, schools, wells, hospitals). He observed that the amounts announced for these projects defy belief.
"Overvalued public contracts, excessive amendments, costs multiplied without technical justification. Meanwhile, students are waiting for their scholarships; hospitals lack essential equipment; rural roads remain impassable; thousands of unemployed young people are desperately seeking employment; floods are invading the country; purchasing power is experiencing a worrying decline," lamented Dr. Mbengue.
According to him, every franc stolen or misappropriated through overbilling is a franc taken away from a useful public policy. He believes this constitutes a political choice, not a simple administrative error.
"URV calls for a real break, not a symbolic one. The new governance has promised transparency. But it cannot be decreed; it must be built, verified and imposed. URV therefore proposes five essential measures: an independent and public audit of all ongoing infrastructure projects; a national base of reference prices to prevent artificial markups and harmonize costs; the criminal liability of signatories; the systematic involvement of engineers and experts, and the protection of whistleblowers and inspectors," he said.
Dr. Mbengue added that financial impunity is no longer acceptable. He believes Senegal is experiencing a major political transition. "The people have demanded a radical break with the past in governance. But without a drastic reform of public procurement management, this radical break will remain just a slogan. Development cannot be decreed. It must be financed. And to finance it, we must stop wasting taxpayers' money on practices that only benefit a minority," he stated.
The leader of the URV thus invites the State to become exemplary again and calls on it to act quickly, firmly and without regard for particular interests.
