El Malick Ndiaye : « Cette législature marque une rupture historique dans la pratique parlementaire »
Following the adoption of the initial 2026 budget bill, the Speaker of the National Assembly, El Malick Ndiaye, commended the quality of parliamentary work. He affirmed that "the National Assembly has entered a new era of democratic governance, founded on high standards, transparency, and accountability." El Malick Ndiaye began by acknowledging the diligence and commitment of the members of parliament, from all political persuasions, during the work of the expanded committees held from November 6 to 21, 2025.
He noted that "26 sessions were held, averaging 15 hours of work per day, dedicated to the in-depth review of 119 budget programs covering 25 ministerial departments, for a total budget of 7,433 billion FCFA." The plenary debates, which began on November 29, were described as "intense, demanding, and sometimes passionate," while remaining, in his view, faithful to republican values. The 80% attendance rate, he believes, demonstrates genuine commitment, even though the issue of absenteeism still needs to be addressed in accordance with the internal regulations.
A National Assembly of rupture
For El Malick Ndiaye, this legislature marks a historic break on three levels. First, in methods, with more debates, more transparency and strengthened parliamentary control.
Then, in spirit, through a National Assembly that no longer simply supports the Executive, but questions, proposes, corrects, and informs public action. Finally, in its relationship with the people, with an institution closer to citizens, more accessible, and more accountable. "The budget debate we just experienced is the most striking illustration of this democratic vitality," he emphasized, referring to positions that were sometimes opposed but driven by the same imperative: to serve Senegal.
The presiding officer acknowledged that this budget is being presented within a tense economic context, marked by persistent international crises, financial fragility, and high social expectations. However, he emphasized the resilience of the Senegalese people, commending the government's efforts to alleviate the burden on the population and its commitment to transparency. With the vote on the 2026 Finance Law, El Malick Ndiaye reiterated that "the National Assembly will have the responsibility of monitoring budget execution, overseeing government action, and evaluating public policies rigorously and without bias." To this end, he announced "the upcoming validation of the list of members of the Standing Committee for the Evaluation of Public Policies, while the technical work has already begun, with the submission of the first project proposals for evaluation."
Tribute to the actors in the budgetary process
El Malick Ndiaye congratulated all the members of parliament, with special mention of the senior members for their exemplary attendance. He also commended the professionalism of the parliamentary administration, the defense and security forces, and the constant presence of journalists, whose rigorous coverage of the proceedings he acknowledged. He further called for unity, responsibility, and clear-sighted action. "The 2026 budget law commits us all: the government, the National Assembly, and the entire nation," he declared, urging all stakeholders to live up to the expectations of the Senegalese people.

Une législature mécanique au profit d’une personne
Le peuple attend toujours une vraie assemblée digne de ce nom qui fait son travail de représentant du peuple et de contrôle de l’action de l’exécutif
