Yesterday, at the Council of Ministers, the President of the Republic instructed his government to identify and accelerate "labor-intensive public works in all sectors, particularly in housing and construction, in order to promote youth employability and employment: a national priority."
With such an instruction, Bassirou Diomaye Faye is set to repeat Macky Sall's mistakes in terms of employment. Throughout his term in office, the former president relied primarily on public investment to provide jobs for young people. However, the policy of such an option is that not only does a significant amount of capital need to be invested to carry out the projects, but the jobs generated are also precarious since the majority only last as long as the infrastructure is built. But the electoral logic was apparently worth it both in terms of visible, even ostentatious, achievements, but also in terms of job creation on paper. And precisely, Pastef is expected on the ground to make the necessary breakthroughs.
In a December 2024 contribution, entitled "Profit, Degrowth, and Youth Employment," economist Ahmadou Aly Mbaye warned authorities against misguided employment trends. This public policy specialist pointed out that to achieve the 6.5% annual GDP growth rate set by the 2050 Agenda, it was possible to rely on capital-intensive but job-poor activities such as mining and cement manufacturing. Thus, in order to combine growth and employment, he recommends that authorities target job-creating sectors.
"To radically change the living conditions of the population and positively impact youth employment, the State should complement the target growth rate with more direct and proactive policies targeting the labor factor. And a first step in this direction would be more decisive support for the sectors that have the most potential to generate mass employment. These are essentially the light industry, horticulture, tourism, transport, formal trade, etc.," he advised. With figures to back it up, Ahmadou Aly Mbaye demonstrated how these sectors can help the State increase jobs with a relatively modest volume of capital thanks to their employment elasticity.
In light of yesterday's Council of Ministers' statement, it can be said that he was not heard and that the State will try to provide the jobs itself instead of creating the favorable environment to enable the private sector to create decent and sustainable jobs.

Macky n’a rien à faire ici.
a bon entendeur
