Fii Sénégal 2025 : la transparence à l’épreuve du suivi (Thierno Bocoum)
Thierno Bocoum, president of the Agir les leaders movement, spoke at the In Invest Senegal (FII Senegal) forum, highlighting the "propaganda of figures."
"The figure is impressive, with 13,211 billion FCFA in investment commitments, 51 signed agreements, and 11,772 participants from 70 countries. At first glance, the FII Senegal 2025 has kept all its promises of prestige and visibility," he asserts, noting that it is propaganda from supporters of the government.
But, according to him, "contrary to this propaganda, these announced figures do not represent funds paid into state coffers. They reflect an overall volume of promises, memoranda of understanding and letters of intent that demonstrate an interest in Senegal."
"This amount reflects confidence more than wealth creation. It measures potential, not execution," he adds.
Mr. Bocoum emphasized that the 51 agreements signed on the sidelines of the FII Senegal constitute the concrete part, the legally enacted portion of a still largely declarative whole.
He indicated that these agreements, which must go through the stages of contractualization, budgeting and actual disbursement, integrate financing agreements, public-private partnerships and protocols of intent.
For the leader of the Agir movement, the real issue is not in the proclamation but in the public traceability of commitments, the publication of the nominal list of agreements, the precision of amounts, deadlines and counterparts, the integration into budgetary documents and the establishment of a digital dashboard allowing citizens to follow the progress of projects.
The former Rewmi activist indicated that through the forum's official website, it is possible to provide information with clarity, completeness, and transparency. It would therefore be logical for Mr. Bocoum to make it a "permanent public monitoring platform, a digital observatory of investments and their concrete benefits." "This natural continuity would allow us to move from event-based communication to measurable governance," he said.
Thierno Bocoum also pointed out that the Prime Minister had promised, following the Economic and Social Recovery Plan (PRES), the publication of a Vision document, a support document that was to explain the government's approach, its priorities, and its strategic architecture, and made public on the same day as the plan. This was never done, he claimed. An absence that, according to him, illustrates a "problem of transparency and clear vision."
"Power excels at presentation and announcement, but shirks when it comes to follow-up and accountability. Podiums replace balance sheets, numbers supplant method, and politics moves away from public control," he argues.
He concludes: "The time has come to back up the figures with facts. Credibility will be measured by the transparency of monitoring and the publication of results."

L’intervention d’Ousmane Sonko, s’adressant publiquement au président Bassirou Diomaye Faye et au président bissau-guinéen Umaro Sissoco Embaló, dépasse les limites du protocole républicain. Ce n’est plus de la franchise, mais une démonstration d’autorité. Sonko veut rappeler qu’il reste le véritable centre du pouvoir, quitte à humilier le chef de l’État.
Pourtant, Diomaye Faye est la clé de voûte des institutions. C’est lui, et lui seul, qui détient le pouvoir de nomination aux postes civils et militaires. À ce titre, il ne peut pas rester spectateur pendant que son Premier ministre brouille les lignes et affaiblit son autorité.
Il doit agir et se séparer de ce Premier ministre devenu encombrant. Comme l’a si bien dit Sory Kaba, « Diomaye creuse pour trouver de l’eau, et Sonko enterre ce qu’il creuse ». Tant que cette dualité persiste, l’action gouvernementale restera stérile. Le Sénégal n’a pas besoin de deux capitaines : il a besoin d’un président qui décide.
