Gouvernement : Ousmane Diagne et Jean-Baptiste Tine, limogés mais toujours en poste
Ousmane Diagne and Jean-Baptiste Tine are no longer part of the government. The former has ceded his seat at the Ministry of Justice to Yassine Fall, while the latter, formerly Minister of the Interior, has been replaced by Bamba Cissé. However, according to L'Observateur, the two former ministers are still in office and continue to go to the office, awaiting the handover to their successors.
"Minister Jean-Baptiste comes to the office every day, as usual," an Interior Ministry official told the Future Media Group newspaper. "He's doing his job as before. There's no change. There's continuity. As long as there's no transfer of power, that's how it will be."
The daily's source added that "all the advisors are coming as if nothing had happened" and that Tine's close collaborators are "ready for the handover." "No date has been set, but it will certainly be next week," she predicted. "The minister is ready and has already prepared all his business. But he continues to manage day-to-day affairs. He remains a republican to the end. The Ministry of the Interior is a serious matter."
The same situation prevails at the Ministry of Justice, which Yassine Fall now heads in place of Ousmane Diagne. "Everything is going normally," a source told L'Observateur. "The minister [Ousmane Diagne] comes every day, as do the staff. He has even asked all the agents and advisors to come normally. The minister is working normal hours."
No law requires dismissed ministers to continue going to the office, Pathé Ndiaye, former director of the Bureau of Organization and Methods (BOM) and a public management specialist, points out in the newspaper of the Future Media Group. "It's tradition and administrative ethics that dictate it," he explains. "Of course, the secretary general is there to ensure the continuity of the services' operations, but within the limits of the delegation of powers he may receive from the minister. It's on the day of the handover that they definitively leave their workplace. But during this time, they must no longer make any new decisions."

Ils n´ont pas étés limogés comme écrit par nos journaleux mais ....remplacés donc ils doivent assurer les affaires courantes, la bonne continuité du service jusqu´à ce que la passation de service soit effectuée. Rien de nouveau.... dans la mesure ou vous nous postez hier un article disant que les ministres remplacés reçoivent leur salaires jusqu´á 6 mois après leur retrait.
