Guy Marius Sagna : « Le Code électoral est taillé sur mesure, mais… »

The debate over electoral code reform continues to fuel tensions in the National Assembly. MP Guy Marius Sagna has weighed in, arguing that criticisms of a "tailor-made" reform deserve to be considered within the broader context of the country's electoral history.

Responding to accusations from the opposition, which sees proposed law no. 11/2026 as a text favorable to Ousmane Sonko's candidacy, the parliamentarian acknowledged that the issue of adapting electoral rules to political agendas has long been a recurring theme in the Senegalese system. "The code is tailor-made, but…," he remarked, suggesting a continuity in institutional practices.

A reminder of past reforms

In his speech, Guy Marius Sagna revisited several revisions to the electoral framework implemented in recent years. He specifically mentioned changes that occurred under the previous regime, which he believes had a direct impact on the participation of certain political figures such as Karim Wade and Khalifa Sall.

According to him, these changes have helped to structure a system where electoral rules have sometimes been adjusted according to the political balance of power at the time.

The MP denounces a recurring tendency to adapt the Electoral Code to individual or partisan considerations. He believes this practice has undermined confidence in the electoral process, giving the impression that the rules evolve according to political contexts.

In this line of reasoning, he indirectly compares the system to an unstable mechanism, where norms are modified according to the interests of the power in place.

A desire to "turn the page"

For Guy Marius Sagna, the ongoing reform should be understood as an attempt to break with these past practices. He calls on everyone to overcome the divisions linked to old political configurations and to refocus the debate on the transparency and fairness of the electoral process.

Without denying the controversies, he believes that the current challenge is to build a more stable framework, guaranteeing elections that he describes as "real democratic competitions" and not just institutional adjustments.
