The Council of Ministers was held on Wednesday, October 22, 2025, under the chairmanship of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.

The President of the Republic has taken the following decisions:

Under the Ministry of Justice:

Mr. Djibril NDOYE, Internal Auditor, holder of a Master's degree in Financial Management-Management Control-Internal Audit, is appointed Director of General Administration and Equipment at the Ministry of Justice, replacing Mr. Aliou NDIAYE.

Under the Ministry of Employment and Vocational and Technical Training:

Mrs. Djireye Clotilde COLY, Chartered Accountant, is appointed Director of Employment at the Ministry of Employment and Vocational and Technical Training, replacing Mr. Babacar SY.

Mrs. Khady MBODJ, Counseling Psychologist, payroll number 725 803/A, is appointed Director of Career Guidance at the Ministry of Employment and Vocational and Technical Training, vacant position.

Under the Ministry of Industry and Commerce

Mr. Massamba NDIAYE, Local Economic Development Engineer, is appointed Director General of the Senegalese Association for Standardization at the Ministry of Industry and Commerce, replacing Mr. Abdourahmane NDIONE, who has been transferred to other functions.

    Avec le rejet du rabat d’arrêt, Sonko a compris qu’il ne serait probablement pas éligible en 2029. C’est sans doute pour cette raison qu’il cherche à ternir le bilan de Diomaye, comme pour dire : « sans moi, tout va mal ». Chaque fois qu’il y a des avancées dans les relations entre le FMI et le Sénégal, il les fragilise par des déclarations maladroites.

    Le comble, c’est que lors de forums destinés à attirer les investisseurs, il peint un tableau sombre de l’économie en évoquant le CFA, le FMI et en promouvant son fameux concept de financement endogène, très populiste.

    En résumé, sa stratégie semble davantage tournée vers la critique systématique et la mobilisation politique que vers des propositions économiques concrètes.

    Wamei wa administration territoriale comme des oiseaux migrateurs. En plus je vous aurai conseillé de faire ce vaste mouvement ya un mois avant l'ouverture des classes. Ca aurez atténué beaucoup d'aspect que l'on peut même pas imaginer concernant leurs déménagements avec familles afin d'honorer leurs ordres de service. Sans compter que pour certains les locaux qui vont etre leurs lieux de travail sont délabrés et trop âgés

    Pourquoi monsieur Ibrahima Fall, Directeur Général de l'observatoire national des Investissements (ONI) n'a toujours pas changé Gnilane Ndiaye au poste de secrétaire permanent ? Cette femme, cousine de Macky Sall est d'une incompétence indescriptible qu'elle dissimule derrière des pratiques suspectes. Elle a été chassée par Moussa Sow au poste de secrétaire permanent du PUMA pour incompétence et insubordination (Macky est mon cousin, je fais ce que je veux). Pour lui permettre de continuer à avoir un salaire, Macky la nomme à l'ONI. Depuis 8 ans, cette dame perçoit 2.500.000 F net à ne rien faire. Elle s'absente comme elle veut et sa contribution à la marche de l'ONI est nulle. Nous pensions que monsieur Ibrahima Fall se serait vite débarrassé de Gnilane Ndiaye dès son arrivée mais on se rend compte que la dame a réussi à l'avoir dans son sac à main. Nous interpellons le PR et le PM pour rappeler Ibrahima Fall à la raison. Nous n'avons pas fait des sacrifices pour qu'une cousine de Macky Sall, incompétente, continue à avoir 2.500.000 F par mois au moment où des patriotes plus compétents attendent.

    Pape mamour samb tu es pitoyable et pathétique. Tu parles de compétence mais je vois que tu es plus incompétent que cette dame que tu dénigres jusqu'à mentionner publiquement le montant de son salaire sur le net. A la limite tu es irresponsable même. D'abord sur quel critère tu te bases pour évaluer la compétence d'un agent qui n'est même pas sous ton autorité. Je t'apprends que seul un supérieur hiérarchique peut évaluer la compétence de son agent.ensuite tu te permets de parler de cousine de macky sall. Quelle hérésie. Une autre incompétence de ta part. Elle est sénégalaise comme toi et elle peut prétendre a tous les emplois de l'administration publique si elle remplit les critères et a ce que je sache les liens de parenté avec l'ancien président de la République n'en font pas partie. Enfin je pense qu'il faut arrêter cette méchanceté. Elle n'est ni conforme a la République encore moins a nos valeurs surtout a notre religion et ton nom a une consonance musulmane et un musulman ne doit pas etre méchant ni souhaiter le mal a autrui.

    1. Un directeur général en contradiction permanente
    L’ANASER, censée être le rempart contre les drames routiers, se retrouve aujourd’hui prisonnière d’un directeur général plus préoccupé par ses règlements de compte internes que par sa mission de protection des vies humaines. Alors que chaque jour des Sénégalais meurent sur nos routes, le DG préfère maltraiter son personnel et multiplier les incohérences.
    Dès son arrivée, il a menacé de renvoyer des agents sous CDI pour « raisons économiques », tout en recrutant de nouveaux fonctionnaires en parallèle. Une absurdité totale. Comment peut-on parler d’économies d’un côté et engager des dépenses de l’autre ?
    2. Agents dispersés, missions inexistantes
    La moitié du personnel est aujourd’hui affectée dans des régions dépourvues de sièges, sans moyens et sans missions claires. Ces femmes et ces hommes, qui étaient jusque-là le cœur de l’agence, sont réduits à l’inaction. Résultat : une ANASER paralysée, vidée de sa substance et de son efficacité.
    Pendant ce temps, le DG s’improvise chroniqueur sur les plateaux télé, multipliant les déclarations creuses. Communiquer, il sait. Sauver des vies, beaucoup moins.
    3. Illégalité et silence complice
    Comme si cela ne suffisait pas, il recrute sans l’autorisation du conseil de surveillance, violant ainsi les règles élémentaires de gouvernance. Et que fait ce conseil ? Rien.
    Le commissaire Boubacar Sanné, si bruyant dans d’autres affaires, garde aujourd’hui un silence assourdissant.
    Me Masokhna Kane, qui aime se présenter comme défenseur du peuple, siège lui aussi au conseil. Informé des dérives, il ne bouge pas. Silence complice ou inertie volontaire ?
    Le DG est allé plus loin : il a baissé illégalement les salaires des agents, piétinant le droit du travail.
    4. Népotisme et gestion clanique
    Cerise sur le gâteau, le DG a transformé l’ANASER en entreprise familiale. Il a recruté son cousin administrateur civil proche de la retraite et sa cousine, parachutée dans l’agence. Le népotisme est devenu la règle, la gestion clanique la méthode.
    5. Une agence détournée de sa mission
    Résultat : une agence minée par le favoritisme, la démotivation et le gaspillage des ressources. L’ANASER, au lieu d’être un outil de sécurité routière, est devenue la propriété privée d’un DG en dérive totale.
    Pendant que les accidents de la route continuent de tuer chaque jour, l’ANASER est paralysée par l’incompétence, la mauvaise gouvernance et l’avidité de son chef. C’est plus qu’une erreur de gestion : c’est une trahison envers la mission sacrée de l’agence et envers le peuple sénégalais.

    Tout cela, que ce soit matin ou soir,jour ou nuit.Même quand il dort ,il est rémunéré .
    C'est dire que malgré leur discours sur le jub-jubbeul - jubbeunti(JJJ),c'est gens ne sont là que pour se servir du pouvoir,pour s'enrichir.
    Où est le patriotisme dans tout ça.
    Je vous rappelle qu'un premier ministre n'a jamais disposé de fonds politiques au Sénégal.
    Qu'on nous dise aussi où est ce qu'on a vu dans le monde un premier ministre se faire rémunérer autant,y compris les pays les plus riches du monde.
    Si cela n'est pas du vol,qu'on me dise ce qui l'en serait,car étant des fonds qui n'ont jamais été prévus pour un premier ministre dans ce pays.
