"Malaise profond" : La solidité du duo Diomaye-Sonko à l'épreuve
Hugs, friendly exchanges, smiles... In Senegal, President Bassirou Diomaye Faye and his Prime Minister Ousmane Sonko seem to have rediscovered their complicity after initial signs of tension, without however dispelling doubts about the future of their duo between now and the 2029 presidential election.
Since the 2024 presidential election, the country has been in a unique situation, with a president indebted to his Prime Minister and mentor, who would certainly have won the seat if his candidacy had not been invalidated.
Long-time companions, Mr. Sonko, 51, and President Faye, 45, form a team that has raised many hopes in the country, especially among young people, after their triumph 16 months ago at the end of three years of a joint fight against the former government that led to their imprisonment.
Since Mr. Faye appointed Mr. Sonko as Prime Minister, they have divided up tasks - foreign affairs for the former, with restraint, internal affairs and others for the latter, in a more divisive style - and readily express their mutual esteem.
But a malaise has recently emerged within the duo, who won the presidential election in the first round under the slogan "Sonko mooy Diomaye" ("Sonko is Diomaye").
In a thunderous statement at the beginning of July, the Prime Minister, with a hard face and a threatening tone, sharply attacked President Faye, denouncing a "problem of authority" in the country, during a meeting of their party, Pastef.
"If I were the president, things wouldn't be like this," he said.
The source of this disagreement is a supposed lack of support from the president in the face of the attacks that Mr. Sonko, a figure both adored and hated, says he is the target of.
The episode, which raised fears of a crisis at the top of the state, was quickly hushed up by the president, who assured that he had no conflict with his Prime Minister.
"Deep discomfort"
But for many, the dispute still remains despite appearances.
"Everything indicates that this is a deeper malaise," believes Sidy Diop, a political analyst who notes a "real rupture" between the president and the radical base of Pastef, loyal to Ousmane Sonko.
Since Mr. Sonko's departure, Mr. Faye has been under pressure, with some Pastef activists flooding each of his social media posts with hostile messages.
At the same time, several party officials and ministers have expressed their support for the Prime Minister, who remains the president and charismatic leader of Pastef.
On social media, a Pastef MP close to the Prime Minister, Guy Marius Sagna, did not hesitate to describe Mr. Sonko as a "legitimate president," relegating Mr. Faye to the rank of "legal president."
"We clearly feel that there are now two camps" within the party, observes Samba Oumar Fall, author of a book on the duo entitled "Ruptures and Promises."
Although they do not display any political differences, the two men have some sources of disagreement on the form, several observers note, notably on the course of justice and the treatment of crimes committed by the previous government, but also on the appointment by Mr. Faye of certain officials accused of being close to the former regime.
Not like the others
This unrest is already raising questions about whether this two-headed power will be maintained until the 2029 presidential election.
While this deadline is still a long way off, the Pastef leader recently stated that "nothing and no one" could prevent him from being a candidate. However, the closer this date gets, the more tensions are likely to escalate, according to analyst Sidy Diop.
"Nothing, absolutely nothing, can break the unbreakable bond that unites them," said El Malick Ndiaye, one of the party's leaders.
A resourceful and tenacious strategist, Ousmane Sonko was the main architect of President Faye's victory, long in his shadow. Mr. Faye is the first to acknowledge that he would not be where he is today if his mentor had not pushed him forward when his own candidacy was invalidated.
This gives Mr. Sonko a legitimacy and political strength that make him a Prime Minister like no other, Mr. Diop emphasizes.
On the other hand, Bassirou Diomaye Faye holds the real power and can separate from his head of government by a simple decree, he adds.
Alioune Tine, a civil society figure, sees the Faye-Sonko duo as a "very complementary" team, aware of the multiple challenges that await them, such as youth employment, the high cost of living and economic recovery: "Nothing can separate them."
A divorce between the two would be a terrible disappointment for the Senegalese, underlines Sidy Diop, according to whom "they cannot afford the luxury of a separation that would benefit neither of them."
