« Menteur, insolent, incompétent » : échanges virulents entre Alioune Ndoye et Toussaint Manga
A power struggle has erupted between the mayor of Dakar-Plateau, Alioune Ndoye, and the director general of the Senegalese National Lottery (Lonase), Toussaint Manga. According to L'Observateur, the mayor is demanding that the gaming company clear the sidewalks of the municipality, which he accuses of illegally occupying them with food stalls that obstruct traffic and detract from the urban aesthetics.
Lonase rejects these accusations, maintaining that its kiosks were installed in accordance with municipal permits and that they contribute to job creation and local tax revenue. It denounces, however, the "arbitrary" eviction operations that caused material losses.
As reported by the newspaper of the Future Media Group, Alioune Ndoye maintains his position and gives Lonase a one-month ultimatum to clear the sidewalks, under threat of "firm measures." The dispute has taken a more political turn on social media, where the two men—the former Socialist minister and the member of Pastef, the ruling party—exchanged virulent insults ("liar," "insolent," "incompetent").
The arbitration of a specialist
According to decentralization specialist Amadou Sène Niang, contacted by L'Observateur, the municipality is within its rights: permits for occupying public space are "precarious and revocable." He called on Lonase to prioritize consultation, reiterating that "the occupation of public roads falls exclusively under the jurisdiction of local authorities."
