Polémique autour des rapports financiers : La démarche de Macky Sall pédagogique et démocratique, selon Me Amadou Sall
Lawyer El Hadj Amadou Sall believes that President Macky Sall's approach to the controversy surrounding financial reports is primarily educational and democratic. "President Macky Sall has shown restraint. He was accused, even insulted, and did not react. He simply told the truth: there is no hidden debt," the former Minister of Justice explained to the "Sunday Jury" on iRadio.
According to him, the outgoing president did not want to defend himself or engage in controversy, but simply to re-establish the facts. "He wanted to inform the public of the bad faith of certain accusations. The exact information exists; it is in the reports of the General Inspectorate of Finance, in the preliminary report of the Court of Auditors, and in that of the private office," he said.
For Mr. Sall, Macky Sall's approach is legitimate and in accordance with the Constitution. "It is up to the government to respect the Constitution and the Senegalese people, who have proclaimed their commitment to transparency. We cannot proclaim this commitment and, at the same time, manage public affairs in a state of opacity," he argues.
And to challenge President Faye: "The President of the Republic has sworn to ensure the proper functioning of institutions and respect for the Constitution. He must ensure that accurate information is made available to the Senegalese people."
“A difficult situation, a country under pressure”
Addressing the national economic situation, Mr. El Hadj Amadou Sall stated: "What we are experiencing every day is difficult, very difficult. When the IMF stops its program, the consequences are tragic: investors withdraw, rating agencies downgrade Senegal's rating."
Despite the country's entry into the oil and gas era, Senegal's rating has been downgraded, increasing the cost of debt and economic risk. "The riskier the country is deemed, the higher interest rates rise, and the more the economy declines. This is reflected in the household basket, in the workers' wages. Purchasing power declines."
For Mr. Sall, the resumption of dialogue with the IMF is inevitable: "We are all praying that an agreement will be reached, because we need the fund's assistance. But the conditions will be difficult: elimination of energy subsidies, tax increases, budgetary rigor."
The former minister also draws attention to the side effects of excessive tax pressure. "One percent here, 2% there... it's always the consumer who pays. Too much taxation kills taxation. And if the pressure continues, the African sector of the economy, which is often wrongly called informal, will close in on itself instead of modernizing."
For him, this popular and community sector constitutes a pillar to be preserved: "It is our culture, our sociology. If we attack it, it withdraws. We must support it, not stifle it."
