While acknowledging the initiative's relevance, he believes that certain points require in-depth discussion before the vote in the National Assembly. "I'm not against the bill, but I hope that amendments will be proposed and that there will be frank discussions between Pastefians," he said. According to him, the percentages set out in the text will be difficult to change, but adjustments can be incorporated into the implementing decree. The parliamentarian pointed out that mobile money players, particularly electronic money issuers, remain vulnerable: "If we touch this sector too much, it risks collapsing. However, it represents nearly 18% of GDP and more than 90% of the country's financial flows."
He therefore considers it essential to involve professional associations, operators, and especially the National Assembly's digital commission, which he regrets seeing sidelined. On the economic front, Abdou Ahad Ndiaye warns against excessive taxation: "Operators agree to be taxed on their turnover. But raising rates pushes people back to cash, which would weaken financial inclusion."
He also emphasized the need to better mobilize national savings: "Our banks don't really finance the economy. They lend against guarantees and primarily benefit the wealthiest. The cash lying dormant in the country must be injected to support productive activities." Another challenge highlighted: transparency. According to him, the declared flows reach 15,000 billion, but the State struggles to effectively audit this system. "The government must have a greater view of these transactions," he insisted, before proposing a greater role for the Post Office in financial inclusion. For Abdou Ahad Ndiaye, the success of the mobile money project will therefore depend on the balance between taxation, inclusion, and consultation.
