Indemnité de logement non versée,salaires gelés : Les agents de l'administration en souffrance, menacent de sonner une mobilisation
The Interministerial Collective of Administration Agents (CIAAS) is taking a stand.
The reason: the housing allowance, voted on and included in the Amending Finance Law (LFR) 2025, was not paid on the July 2025 pay slips.
The group is demanding immediate payment via special issue and is threatening a series of actions if the government does not react quickly.
"The state owes us four months of arrears," specifies Omar Dramé, the secretary general of the CIAAS.
According to him, the allowance was supposed to benefit some 16,000 agents of the Senegalese administration from July 2025. To date, these payments do not appear on the pay slips concerned.
The group is demanding not only retroactive payment but also public explanations and the publication of an implementation plan for the agreements signed under the National Social Stability Pact.
"They violated the application of the law. But we'll wait for them until the end of the year," Omar Dramé said angrily.
The union representative criticized the broken promise and rejected the argument of a financial difficulty for the State: "If the State knew it was facing a financial problem, it should not have promised us and voted this in the Finance Law. They should respect their commitments."
Violation of the Pact and breach of trust
The CIAAS considers this failure a violation of the commitments made when signing the National Social Stability Pact. This stance illustrates the deteriorating relationship between the administration and the executive branch regarding salary issues and budgetary promises.
Threats of mobilization and a timetable for demands
Government employees are announcing a general strike if the government remains deaf to their demands.
The staff describe a climate of demoralization: frozen salaries, broken contracts and compromised social rights, affecting the quality of public service and the motivation of administrative staff.
The CIAAS expects a swift response and a clear payment procedure. This tone adopted by the CIAAS suggests that any further delay could ignite social unrest.

Ça doit être payé
Il doit y avoir une tension de trésorerie au niveau de l'État. Il a des difficultés pour payer certaines indemnités. Personnellement, j'ai déposé en avril 2024 un acte d'avancement à l'échelon. Depuis lors, on ne m'a pas payé de rappel de traitement. Cela fait 18 mois que j'attends... Il ya donc une tension de trésorerie.
Ce collectif se moquent de gens. Vous savez bien que Sonjjo ne va jamais payer d' arrière si nous faisons du politiquement correcte
L etat paye tes etudes, ta formation et en plus te trouve du travail….. pourquoi une idemnite de logement?????
On ne sent pas la hargne dans la lutte ni une quelconque mobilisation des concernés
Faites comme les enseignants si vous voulez être payé paralyser le système et vous serez payé
Tous ceux qui ne sont pas capable de se battre pour leur droit méritent largement de se faire écraser

Après le 8 novembre le pays sera complètement développé
Il faut que l'Etat respect ses engagements.Il est anormal de tenir des promesses à bout du champ et de ne pas les matérialiser ça c'est du manque de respect vis à vis de la population.les anciennes pratiques doivent cesser.
Indemnité de logement pour tous c'est l'équité.
